Nalanda University to start classes from 1st September 2014

The revived Nalanda University, an ancient international centre for learning in Bihar which has attracted over 1,000 applications from around the world, will begin its first academic session Sep 1 with 15 students, including five women, and 10 faculty members, its vice chancellor said.

"We are ready to start the academic session of Nalanda University Monday," Vice Chancellor Gopa Sabhrawal told IANS.

Sabhrawal said a three-day student orientation programme for the School of Historical Sciences and the School of Environment and Ecology for the first session 2014-15 commenced Friday in the makeshift campus at the Buddhist pilgrim town of Rajgir, about 100 km from Patna. The university will come up in Rajgir, 12 km from where the ancient Nalanda Univeristy stood till the 12th century, when it was razed by an invading Turkish army.

The formal inauguration is expected in mid-September, Sabhrawal said. The fully-residential university, to be completed by 2020, will eventually have seven schools, all for post-graduate and doctoral students, offering courses in science, philosophy and spirituality and social sciences.

"Over 1,000 students from 40 countries have sought admission in Nalanda University. But only 15 students have been selected, including one each from Japan and Bhutan and others from India," Sabharwal said.

More students will be enrolled in September as the selection process is still under way, she added.

It was initially decided to enrol 40 students - 20 each in the two schools - but after scrutiny and interview only the best students have been selected, Sabharwal said.

Applications have been received from the US, Russia, England, Spain, Germany, Japan, Myanmar, Austria and Sri Lanka, among others, as also from West Asian and Southeast Asian countries.

Those 15 selected students will be housed in Hotel Tathagat, owned by the Bihar State Tourism Development Corporation (BSTDC) in Rajgir.

The classes will be held in the nearby convention hall of the state government.

Rajgir attracts thousands of tourists from all over the world every year. It is the second most visited tourist place in the Buddhist circuit in Bihar after Bodh Gaya, considered as the birthplace of Buddhism, where Gautam Buddha attained enlightenment over 2,500 years ago. Rajgir (then Rajagriha) was the first capital of the Magadha kingdom and one of the favourite places of the Buddha.

The university is an initiative of the Indian government and the 18 East Asia Summit (EAS) countries.

During his trip to Brunei in October 2013, then prime minister Manmohan Singh had inked agreements with seven EAS countries - Australia, Cambodia, Singapore, Brunei, New Zealand, Laos and Myanmar - that have pledged their commitment to the project.

China has committed $1 million for the project and a MOU on this was signed during Manmohan Singh's visit to Beijing in November 2013. Singapore has pledged $5-6 million and Australia about $1 million Australian dollars.

In May 2013, the Nalanda board had approved the architectural plan of the university, proposing a massive lake at the centre of the campus. A library, a huge dome-shaped structure, would come up in the middle of the lake and be half submerged.

The cental government has sanctioned Rs.2,700 crore ($445 million) cost for the university, to be spent over 10 years.

Established in the fifth century during the Gupta dynasty, the ancient Nalanda University was once flocked by thousands of scholars and thinkers from across the world. It was destroyed by the invading Turkish army of Bakhtiyar Khilji, a general of Qutbuddin Aibak and the blaze in the huge library is believed to have raged for several days.

ZNP Vice President K Liantlinga Called Chakmas 'Low Cultured'

Aizawl (The Mizoram Post), 29 Aug, 2014: In a scathing attack ZNP Vice President K. Liantlinga hit out at the ruling Congress accusing the latter of trying to protect the Bangladeshi Foreigner (Chakma) only for the purpose of vote bank politics.

     Addressing the party meeting today, K. Liantlinga alleged that there was an element of tendency to use Minority for vote bank by the Congress. "The Home Minister's refusal to Chakma general census proposed recently by Central YMA to drive out Bangladeshi Foreigner has in itself an element of illusive tendency to use Minority for vote bank politics", he said.

ZNP Vice President alleged that Congress has the custom of wooing vote from minority, low cultured and marginalized section of the society.

"The Home Minister had imitated the same tradition which is widely practice by Congress in main land India. Since they (Congress) want Chakma vote, they tried to protect the latter", K. Liantlinga alleged adding  that Home Minister while trying to abort the CYMA's plan to take Chakma census had no love for the land but wanted to Chakma for their selfish vote bank politics.

     K. Liantlinga said PM Narendra Modi and BJP has great concern over the issue of illegal Bangladeshi immigrant. The Indian Prime Minister during election campaign trial had propagandised the need for finding out foreigners and then sending them back to their respective countries as ultimately of which the BJP won massive victory in Assam, K. Liantlinga said.

     He added that although the government of Mizoram may protect Chakma, the central by no means will protect the former.

According to Liantlinga, PIL on the issue of Bangladeshi foreigner has been submitted the Apex Court. Five states - Assam, W Bengl, Meghalaya, Tripura and Mizoram have also been asked to submit PIL on Bangladeshi foreigner by the Supreme Court, he added.


'Chakma Miloni' is being held at Kamalanagar

Five Chakmas arrested with arms and ammunition in Mizoram

A joint operation by Mizoram Police and Border Security Forces on Thursday seized a cache of arms and ammunition and arrested five Chakma tribesmen — two of them residents of Bangladesh — near the state’s lone domestic airport.

The arms seizure took place around 9.30 am on Thursday.   

The seized arms included five AK-47 assault rifles, 4000 rounds of AK-47 bullets, 1100 rounds of M-16 assault rifle bullets, 10 mobile phones, Rs 60,000 in cash and a vehicle. 

The five men arrested in connection with the seizure are Jius Chakma (28), a member of the Chakma armed group JSS and a resident of Rangamati in Bangladesh’s Chittagong Hill Tracts (CHT), Sumitro Chakma (43), also from Rangamati, and three Chakma tribesmen from Mizoram’s Mamit district identified as Purnojoy Chakma (45), Dipankar Chakma (33) and Bijay Chakma (31). 

Armed Chakma groups in Bangladesh who are at odds with one another have increasingly been using Mizoram as an arms-smuggling route to traffic guns and weapons purchased from Myanmar and China, according to intelligence sources.               

More than 150 Chakma families had earlier this year fled the conflict and taken shelter in some border villages of Tripura.

This is at least the fourth seizure of arms meant for Bangladesh-based Chakma armed groups in recent years within Mizoram.

24th Chakma Mahila Samiti Day Celebrated in Chakma Autonomous District Council

Kamalanagar, August 22/Borapansury: The Chakma Mahila Samiti (Chakma Women Association) celebrated its 23 years of its formation today at Art & Culture Hall, CADC.

The CMS was formed in the year 1991 with the objective to address women related issues of the community besides rendering social services. The Samiti takes pride in the contributions it has so far made towards the community and especially with the free medical camps it has been organizing in villages with help from BODHI, an Australia based voluntary organization.

Dangubi Mallika Chakma, founder President expressed her happiness saying that the seed they have sown 23 years ago have born fruits. She urged the women folks not to ever feel small because of their gender identity. She encouraged the use of our traditional attire which she said is our identity and always felt proud when she sees Chakma women in the midst of other community clad in their traditional attire. We should not forget to wear our headgear, light candles during devotion and offer rice to ‘Ma-Lokkhi’, which are part and parcel of our identity, she said. Requested the Dr. B.D. Chakma, Hon’ble Minister to extend help for completion of the construction of the Mahila Samiti Office building. Education is the remedy for emancipation and so I have preferred to serve as a teacher my life, she said.

Dangubi Jyotsna Chakma, former President, CMS and the Chief Guest of the occasion thanked the CADC authorities for recognizing the special status of the women by declaring the CMS day a local holiday in CADC. She said, just as a pair of legs are important so are man and woman to make a society complete. Man and woman must make stride in unison to give the society a balance growth. Women lagging behind mean 50% of the society lagging behind, she said. She requested the leaders of CADC to honour the amendment introduced in the CADC CCB Rule and the Village Council Rule to reserve two seats in the Autonomous Council for the women under nominated category and one elected seat in the Village councils, respectively. Reservation of 33% of the seats in the parliament should also be replicated in the Council, she said, to politically empower the fairer sex.

Dangubi Rohita Chakma, President, CMS presented a memorandum to Dr. B. D. Chakma, Honble Minister where she stated that the absence of an office has limited the functioning of the Samiti. The Memorandum also stated that women of our society suffer from lack of exposure which has stood against our progress. She requested to facilitate for legal sanction to the Samiti to address the grievances of people approaching for their help.

Dangu Jyotir Moy Chakma, President, CYCA said our society is faced by challenges both internal and external. These can only be addressed if the fairer sex is taken forward. Early marriage of the girl child should be discouraged, he said.

Dangu Nirupam Chakma, former Minister, said the design of our traditional attire should be patented at the earliest possible. He lamented, though it was in 1972 the Council was created but till today we have not been able to bring out a news paper and he pledged to help with Rs.50,000 to bring out a paper.

Dr. B.D. Chakma, Minister, assured the Samiti of helping them with the construction of their office building. He also assured that the amendment introduced to increase the women representations in the political sphere in CADC shall not be compromised.

Maharashtra governor Sankaranarayanan says, he will resign if transferred to Mizoram

KOCHI: Maharashtra governor K Sankaranarayanan has said he will resign if he is transferred to Mizoram, as reported in media.

"I have not yet received the official warrant, but I will not stick to the position of governor bearing the disgrace (of being transferred to Mizoram)," Sankaranarayanan told TOI here over phone from Mumbai.

Sankaranarayanan said he was sure that he would not be allowed to continue in the post by the new BJP-led NDA government.

Earlier, there were reports that the Centre was pressuring some of the Congress-appointed governors, including Sankaranarayanan to quit in June.

Sankaranarayanan had then made it clear that he would quit if asked by "appropriate authorities".

Asked whether he was planning to approach court against his transfer, just like his counterpart in Uttarakhand Aziz Qureshi, Sankaranarayanan said, "I don't intend any such battle. I will be returning to my home (in Kerala)".

The 82-year old Sankaranarayanan is a senior Congress politician from Kerala and has held several important posts including that of state minister for finance, agriculture and other portfolios. He was also the convenor of the United Democratic Front (UDF), the Congress-led ruling combine in Kerala.

He was first appointed governor of Nagaland, and then moved to Jharkhand. His first posting as governor of Maharashtra was on January 22, 2010.

Maharashtra governor Sankaranarayanan is now new governor of Mizoram

NEW DELHI: The BJP-led NDA government has transferred Maharashtra Governor K Sankaranarayanan to Mizoram for his remaining tenure, which ends in 2017. 

A Rashtrapati Bhawan communique issued late last night said that 82-year-old Sankaranarayanan has been shifted to Mizoram and Gujarat Governor OP Kohli has been asked to discharge his duties. 

Sankaranarayanan takes over the post after it fell vacant following the sacking of Kamla Beniwal, who had a long-standing dispute with Prime Minister Narendra Modi when he was the Gujarat chief minister. 87-year-old Beniwal was removed just two months before her tenure was due to end. 

Earlier in June amid reports that some UPA-appointed Governors are resisting attempts to ease them out of office, Sankaranarayanan had said that he will consider quitting if asked by an "appropriate authority". 

"No post is permanent in a democracy. If a person having appropriate authority calls me (asking to quit), then I will certainly think over it," he had stated. 

Sankaranarayanan has been serving as Governor of Maharashtra since 22 January, 2010. He took oath as Governor of Maharashtra for a second time on 7 May, 2012 after the President granted him a fresh term of 5 years. 

The transfer of Sankaranaryana comes close on the heels of the Supreme Court issuing a notice to the Centre on Uttarakhand Governor's plea challenging Modi government's moves to ease him out of office, bringing the controversy over removal of UPA-appointed Governors under judicial lens. 

The apex court had also issued notice to Home Secretary Anil Goswami who had allegedly threatened Governor Aziz Qureshi to resign from the post or face removal by Centre. 

Qureshi is the first Governor to move Supreme Court against the Modi government which has sacked two Governors. Four other Governors by UPA have resigned since the NDA came to power in May this year. 

Virendra Kataria, a former Congress leader, was also sacked as Puducherry Governor last month.

Goswami is believed to have telephoned some of the Governors, appointed by the previous UPA regime, asking them to step down after which West Bengal Governor M K Narayanan, Nagaland Governor Ashwani Kumar, UP Governor B L Joshi and Chhattisgarh Governor Shekhar Dutt put in their papers.

Aizawl/Borapansury: Mizoram's Lokayukta Drafting Committee has completed the draft Lokayukta Bill, 2014 and uploaded the bill in the state law department's website, officials of the state law and judicial department today said. 

The officials said that anyone who has suggestions for changes, deletion and addition could submit to the Law Secretary within a month. 

Meanwhile, state law minister Lalsawta told PTI that formation of the state Ombudsman could take time as the state government was waiting for the recommendations of the 14th Finance Commission for expenses for creation of the Lokayukta. 

"We are fully dependent on the fund to be allocated by the 14th Finance Commission for creation of the state's anti corruption body", Lalsawta said.

Mizoram remains shortage of policemen due to non-filling of vacancies, says outgoing DIG

Aizawl (Mizo News)/Borapansury: Outgoing DIG (Southern Range) L.H. Shanliana, IPS today met members of various NGOs in Lunglei- MUP, YMA, MHIP, MZP, MSU, Chhimbial Chhantu and mediapersons from MJA Lunglei at SP Office Conference Hall.

He briefed them on the initiatives taken by the Police in maintaining Law and Order and also on several important things that the general public should know.

From next month, L.H. Shanliana will join his new office of DIG in Itanagar, Arunachal Pradesh. The outgoing DIG (SR) apprised the NGOs and MJA about the various steps being taken by the government within Southern Range. It includes estimation of Rs. 73 Lakhs each for Tuipang, Sangau and Borapansury for construction of Thana. He also mentioned that construction work has begun. Sanction has also been made for Thana construction in Lunglei, Tlabung, Vasei and Bungtlang(S), DIG (SR) added.

He also mentioned that Rs. 500 lakhs sanction has been made for construction of Police Quarter within Lunglei town and also Rs. 28.42 crore for construction of 3rd IR Bn. Hqrs at Thingkah, near Lawngtlai.

In total, Rs. 40.03 crore worth infrastructure development for Police Department is being on for Southern Range that includes Lunglei, Lawngtlai and Saiha Districts, DIG mentioned. The outgoing DIG said remarked that the Law and Order situation in the 3 Districts – Lunglei, Lawngtlai and Saiha is quite satisfactory. He also expressed thankfulness over the last MLA and MP elections which he said were successful and peaceful owing to the collective effort of the general public, NGOs and the government.

Briefing on the present strength of Police under Southern Range, DIG mentioned that in Lunglei District where there should be 388 Police personnel, there are 322, therefore, 66 posts lie vacant; in Lawngtlai District -there are 187 against total 227 posts, therefore, 40 posts lie vacant; in Saiha District- there are 214 posts against total 265 posts, therefore, 51 posts lie vacant.

The DIG said that due to non-filling of the vacant posts, there is shortage of police personnel in every Police Station.
Talking about demonstrations by the people in demand of something or in agitation, DIG (SR) said that in Democracy different kinds of demonstration is done to pressurize the government, but the people need to take caution in that they should not cause destruction to government buildings, vehicles and properties and should not in any way block National Highway which is the lifeline of the common people.

During his service as DIG (SR) for 1 year and 8 months (19.12.2012 – 31.8.2014), L.H. Shanliana visited all the police stations along Bangladesh border. He also visited twice SP Offices and Thana in Saiha and Lawngtlai.
L.H. Shanliana thanked the Police in the 3 districts under Southern Range and 2nd MAP for their support and cooperation during his whole term of DIG (SR) Lunglei. NGOs and MJA also thanked the outgoing DIG (SR) for the cooperation he had extended during his entire term and wished him all success in his further service.

Mizoram minister ease peoples about mega block which begins from this October

Aizawl (Mizo News)/Borapansury: “People should not panic over an impending Mega Block owing to which the supply of rice to Mizoram is likely to be affected. Although this Mega Block which begins from this October is believe to affect supply of rice and other commodities, the state government is taking relentless efforts to overcome the impending problem,” said Food Civil Supplies & Consumer Affairs Minister John Rotluangliana during a press conference.

The Mega Block which is sure to take place from this October owing to the railway expansion along Lumding-Silchar-Bairabi is likely to affect Mizoram and its neighbouring states like Assam, Manipur, Tripura and Nagaland. Although the Mega Block is believed to disturb the supply of rice to Mizoram, the government is taking every possible step to overcome the problems. During this Mega Block the state would transship rice from Baihatta and Changsari by road.

Convening a press conference Wednesday, John Rotluangliana told media that the state government is taking all possible effort to prevent Mizoram from facing food crisis. As for this matter, he had already met DoNER Minister V.K. Singh on 8th August. Apart from V.K. Singh, the minister also met Union Minister of Consumer Affairs, Food and Public Distribution Ram Vilas Paswan during which some proposal were submitted to the latter. The state supply minister during his meeting with Union Minister had also asked the latter that possibility should be made for transportation of rice from Guwahati to Mizoram by road and from Bangladesh via Agartala-Silchar road.

He said that CM Lal Thanhawla had also earlier in his DO letter No. 11014/20/2014-FCS&CA dated 12th August, 2014 asked Union Minister Ram Vilas Paswan to grant 8000 MT under OMSS/MSP and to allow import of rice in credit system for 9 months.

Citing about the insufficient supply of cooking gas, John Rotluangliana said the state of Mizoram received less supply of cooking gas due to several factors. According to him factors like (1) closure of Numalgiri Refinery Ltd from 11th March, 2014 to 12, April, 2014; (2) closure of Guwahati Refinery from 12.05.14 to 13.06.14; (3) reduction of gas distribution from Guwahati Refinery and Bongaigoan Refinery in recent time, (4) power cut at NRL during 03.07.14 to 10.07.14 and (5) Bandh organized by various pressure group like ABMSU, AKRASU, ABSU etc had greatly affected cooking gas supply to the state.

The Minister mentioned that as a result of the initiative of the government, Mizoram received 125601 gas cylinders in July making an increment of 31719 cylinder over the number of gas supply in June.

MZP reiterates its demand for exclusion of Chakmas from Category-I of STEE

Aizawl (Mizo News)/Borapansury: The Mizo Zirlai Pawl (MZP) has reiterated its demand for excluding Chakmas and three other communities from Category-I of State Technical Entrance Examination 2014.

MZP in its press release stated that they have urged the authority to withdraw within this month (August 2014) the inclusion of Chakma and three other communities in the Category-I of the State Technical EntranceExamination 2014.
MZP vows to take further action if their demand is not fulfilled.

MZP said that it is on its demand that ‘The Mizoram (Selection of Candidates for Higher Technical Courses) Rules, 1999′ was created on June 7, 1999. Under this rules, STEE candidates are divided into three categories, Category-I being only for the indigenous people, MZP maintained.

In another news, AMC leaders and Central YMA were programmed to discuss AMC Licensing Regulation, 2012. Central YMA has demanded inclusion of tribal certificate as one of the necessary documents for obtaining AMC licence, but not yet successful in its demand.

In reply to query, Central YMA president Lalbiakzuala said, “As we afraid, they have given licence to non-tribal. So we are determined to go forward with our demand before licence is given to many non-tribals”.

MZP demands Chakmas to remove from technical seats

Borapansury: The Mizo Zirlai Pawl, the state's apex students' body, has discovered misconducts in this year's state technical entrance exams that benefitted the 'non-indigenous' Chakmas.
According to MZP, as many as 41 non-Mizo students, including 38 Chakmas, were included in category-I in the technical entrance examinations 2014, in violation of The Mizoram (Selection of Candidates for Higher Technical Courses) Rules 1999.
'According to the Rules, the candidates are categorised into three. Mizos come under category one, non-Mizos but who are permanent citizens of Mizoram under category two and children of non-Mizos working under Mizoram state government in living in Mizoram come under category three,' MZP president Lalhmachhuana said.
'The Rules that came into force in 1999 have enabled many Mizo students to study technical courses in reputed institutes across the country. The Rules safeguards the sons of the soil,' the students' leader said.
The MZP strongly condemned the state higher & technical education department for 'considering the Chakmas as sons of the soil, which they never were' and demanded immediate rectification.
'Thanks to the serious blunder, 28 non-Mizo students and 13 Chakma students have been selected for medical course and engineer course respectively,' Lalhmachhuana said.
The MZP will go to any length unless the authority immediately rectify the mistakes, the MZP president said.

The North-East Film Festival to be held in Delhi

Films in Nagamese, Khasi, Assamese, Manipuri and Monpa will be screened over three days, starting 22 August, at the North-East Film Festival at one of the country’s best film festival venues, the Siri Fort auditorium in New Delhi. The variety in dialect, theme, history and ethos that this anthology, put together by critic and curator Utpal Borpujari, celebrates makes it the first of its kind. 



The directorate of film festivals, Union information and broadcasting ministry, is organizing the event, which will also feature a performance by Angarag Mahanta or Papon, an Assamese poster boy and Bollywood playback singer. The festival will open with the Mizo love story Khawnglung Run, written and directed by Mapuia Chawngthu. Other films include Ri, a Khasi film by Pradip Kurbah, a story about insurgency and reconciliation in Meghalaya; Ajeyo, the new feature film by acclaimed Assamese director Jahnu Barua, set in 1946 against the backdrop of the freedom struggle; and Phijigee Mani, a Manipuri film about a mother-son relationship. Most of these films have not found national platforms besides a few film festivals. Borpujari says, “There will also be a North-East food court, handicraft exhibition of all states (organized by the Union ministry of culture) and an exhibition of work by North-East artistes by Lalit Kala Akademi, all at the Siri Fort auditorium complex.” The North-East Film Festival will be held from 22-24 August, 11am onwards, at Siri Fort auditorium, New Delhi. Mizoram People's Conference backs NGOs asks Chakma minister to quit

 Aizawl (Mizo News)/Borapansury: Opposition Mizoram People’s Conference (MPC) came heavily on the ruling Congress government accusing the latter of failing to protect the integrity of the state.

The Executive Meeting of MPC Gen. Hqrs. Youth wing held under the leadership of its president V. Lalthazuala at Hotel Curry Pot on last Friday, asked Lal Thanhawla led Congress government to “quit before Mizoram is divided”.
The leaders reviewed the present political scenario of Mizoram politics especially the government’s steady action on Chakma issue.
The youth wing slammed the state government for what it called “its indifference to the outcry” of NGOs over Chakma issue and alleged the Home Minister of trying to foil the steps being taken by several NGOs for the protection of the territorial integrity of Mizoram and safeguard of Mizo society.
MPC Youth also felt astonished as to why the government did not take any action against Chakma Minister Dr. BD Chakma whose resignation had been sought earlier by NGOs for his alleged involvement in a step to divide Mizoram. “We felt astounded as the government instead of taking action against the tainted Minister is backing him”, MPC youth leaders told media.
In the meantime opposition MPC youth wing also said that in a circumstance while Mizoram is facing a tumultuous political situation, the state government on its discretion has included 38 Chakma students in the quota of indigenous Mizo students in STEE Category-I. “This, in fact is an utterly contempt to the people of Mizoram and an offense to NGOs and student bodies”, MPC leaders said.
The Youth wing said that Mizoram under Lal Thanhawla led Congress government is not in complete secure and stable. “We urged all Congress ministers and legislators to abdicate their throne and resign from their post before Mizoram is divided”, MPC youth leaders said in a statement.

68th Independence Day celebrated in Chakma Autonomous District Council

Kamalanagar, Aug 15 (Mizo News)/Borapansury: India’s 68th Independence Day was celebrated today at Kamalanagar in CADC. Dangu Dr. Buddha Dhan Chakma, Hon’ble Minister graced the celebration as its chief guest.

The celebration which was organized in the Kamalanagar foot ball playground witnessed the display of routine march past by parade contingents of different schools of the locality. There were presentations of colourful cultural items by students of different schools.

Dangu Dr. Buddha Dhan Chakma while addressing the people remembered the great freedom fighters of the country and paid tributes to them. He spoke at length about the various developmental programmes that the Government of Mizoram has undertaken in the sector of education, health care, security, road connectivity, power & electricity, drinking water, agriculture, oil exploration and promotion of sports. He said NLUP the flagship programme of the Government shall continue to receive utmost priority to bring about socio economic transformation in Mizoram.

“In CADC area, the roads from Kamalanagar to Longpuighat, Kamalanagar to Bajeisora are being constructed under PMGSY and the road from Kamalanagar to Chhotapansury under NABARD, which shall get completed before 2018”, he said.

Construction of the arterial road from Chhumkhum (Rotlang) to Chawngte has received administrative approval for a sum of Rs.270.27 Crore. Black topping of the road from Chawngte to Diltlang under PMGSY is near completion, he said.

He said, although Mizoram is the 3rd literate state in India, Lawngtlai District is the least educated district with 65.88% literacy rate as per census-2011. To improve the literacy rate here a Block Institute of Teacher education shall be established for Chawngte, he said.

Borapansury Primary Health Centre in CADC which started functioning under PPP model between CADC and State Government was provided with an X-Ray machine under BADP. He assured that an ambulance van will be shortly arranged under MLA LAD.

CADC area has the potential for fish farming and a new project is being submitted to NFDB to tap this potential wherein the districts of Kolasib, Mamit and Serchhip are also included.

Earlier, in the morning Dangu Buddha Lila Chakma, Hon’ble CEM, CADC unfurled the national Flag in the premises of the CADC Secretariat where he said that the ever power crisis in CADC shall be addressed by exploiting the potential for mini-hydro project within CADC area.

CYMA to continue 'Chakma Census' despite government denial

Aizawl, Aug 14 (Mizo News)/Borapansury: Central Young Mizo Association (CYMA), the largest youth based NGO revered in Mizoram, is all set to proceed with its plan to take census of the Chakma population despite appeal from government to withdraw the plan.

Inviting a group of news reporters to CYMA office at Tuikhuahtlangah, Aizawl, today, CYMA leaders interacted with media over the various steps taken by the NGO for safeguarding and protecting the integrity of the state.
During the interaction, Lalbiakzuala, the sitting president of CYMA told media that despite the assumption and accusation that CYMA has gone too far away from its main objective, the Youth association will go forward with strong unity and would be involved with a matter out site its jurisdiction if the matter is for the goodness of the people and their land. He said that YMA will not hesitate to take action on any matter if it is for the goodness of the people and the land.
Speaking about Chakma cesus, Lalbiakzuala said the proposed general census would be conducted meticulously in such a way that it does not give rise communal tension. It is rather an attempt to identify foreigners and stop their influx into Mizoram, Lalbiakzuala said.

He added that although the NGO found the government’s appeal respectful, it could not fulfilled the latter request as the youth association is acting based on the committee decision rather than individual consent. “The proposed general census of Chakma population as intended would be conducted in a way not to stir communal tension but to identify and cast out foreigners”, Lalbiakzuala said adding that the plan has also been morally supported by different Chakma NGOs.

He warned that no political party should utilize the general census for political advantage.
Speaking on the demand for resignation of Chakma Minister Dr. BD Chakma, CYMA President said there was no an instance of personal enmity in the demand for Minister’s resignation.
“Earlier in our appeal to the state government, we demanded the resignation of Dr. BD Chakma for his unconstitutional and illegal present at ethnic based meeting. We demanded his resignation because he was going against government system despite his being inducted as minister by an oath”, the president said. He also added that the leaders of CYMA is likely to meet CM Lal Thanhawla over Dr. BD Chakma’s resignation

68th Independence Day celebrated in Mizoram


Aizawl, 15th August, 2014/ Kamalanagar/ Borapansury: Mizoram Chief Minister Dangu Lal Thanhawla today expressed gratitude to the civil societies and voluntary organisations for their support to law enforcement agencies in their efforts to maintain the status of Mizoram as one of the most peaceful states in the country.
In his address to the people of Mizoram after unfurling the tri-colour at Assam Rifles ground on the occasion of the 68th Independence Day today, Lal Thanhawla said that the state police has been strengthened under the Modernization of Police forces by providing them with modern equipment and weaponry. "The state government purchase included 300 Glock 19 pistols, fifty MP5 A-3 small machine guns and 200 colt M-4 carbine," he said, adding that Economic Offences Wing (EOW), Anti Human Trafficking Unit (AHTU) and Cyber Cell set up under SP, CID (Crime) have done commendably well in curbing new forms of criminal activities.
The state government continued to give utmost priority to its flagship programme - New Land Use Policy (NLUP), which aims to bring about socio-economic transformation, the chief minister said. He said that 1.2 lakh families have been covered under NLUP during the past three years in three successive phases and another 15,000 families were being brought under its fold.
He made special mention to health care saying that Mizoram would soon have its first ever Medical College named Mizoram Institute of Medical Education and Research at Falkawn village near Aizawl.
Independence Day was celebrated peacefully all over the state with functions being held in all the eight district headquarters, sub-divisional headquarters and bigger towns.

Bangladesh's ethnic minorities demand recognition of rights

CHT News/ Borapansury: The International Day of the World’s Indigenous Peoples was observed across the country on Saturday.
Different socio-cultural and political organisations and groups organised discussions, rallies and processions on this year’s theme ‘Bridging the gap: implementing the rights of indigenous peoples’.
In the capital, the National Human Rights Commission chairman Mizanur Rahman inaugurated the celebrations at Central Shaheed Minar in the morning.
Inaugurating the programme, the NHRC chair said ‘we have to integrate indigenous people (people from ethnic minority communities) if we want to build Bangladesh in the spirit of the independence war. They can no longer remain deprived.’
‘Now, when the United Nations are calling them (ethnic minorities) indigenous people, we hesitate to call them indigenous. This is a clear violation of international law,’ he said.
Chittagong Hill Tracts regional council chairman Jyotirindra Bodhipriya Larma, also the president of Parbatya Chattagram Jana Sanghati Samiti, Dhaka University vice-chancellor AAMS Arefin Siddique, Canadian high commissioner in Dhaka Heather Cruden, Danish ambassador Hanne Fugl Eskjær, UNDP Bangladesh country director Pauline Tamesis, Communist Party of Bangladesh president Mujahidul Islam Selim, actor Mamunur Rashid, among others, spoke at the programme.
The minister for civil aviation and tourism, Rashed Khan Menon, attended the function as chief guest.
In Tangail, the day was observed in Madhupur upazila with a demand for constitutional recognition of the rights of land of ethnic minority communities.
Over 1,200 members of Mandi community, including women and children from Madhupur Garh region under Tangail and Mymensingh districts, joined a procession wearing traditional costumes.
Tangail-1 constituency lawmaker Abdur Razzak inaugurated the procession.
A cultural programme and discussion was also held at the Jalsatro Corpus Christinary High School auditorium in Madhupur upazila.
In Khagrachari, members of the ethnic minority community brought out a procession and held a rally at the district headquarters.
In the rally, community leaders demanded the government immediately implement the Chittagong Hill Tracts peace accord signed in December 2, 1997.
In Moulvibazar, ethnic minority community leaders urged the government to take steps to stop dispossession of land belonging to them.
Greater Sylhet Adivasi Forum brought out a colourful rally from Catholic Mission area in Moulvibazar town and paraded different roads. The rally ended at the local Central Shaheed Minar.
‘We face regular attempts of eviction, oppression and other problems all year round,’ alleged Gidison Prodhan Suchiang, the headman of Magurchhara Khasi Punji in Kamalganj upazila.
Around 10,000 people from Khasi and Garo community live in different hilly areas of different upazilas in Moulvibazar district.

Bangladesh government treats Indigenous Peoples like zoo animals, says Santu Larma

CHT News/Borapansury: Aggrieved at the government's recent request to refrain from using the word "Adivasi", indigenous leader Jyotirindra Bodhipriya Larma yesterday said the government treated indigenous people as zoo animals and called them by whatever name it liked.

“Bangalees also fit in the ethnic category. Our prime minister is a Bangalee. Now if I say she belongs to a major ethnic group, how would she feel?” he said.


The indigenous leader, commonly known as Santu Larma, said, "How will the indigenous people live if our rights are not established? The governing parties only make promises, but they take such destructive decisions at times that put the lives of the indigenous people in danger.”
Larma was addressing a discussion, “Second International Decade of World's Indigenous Peoples and Situation of Indigenous Peoples in Bangladesh”, in the National Museum Auditorium, organised by Kapaeeng Foundation.
In a PID handout on August 7, the government asked participants of different programmes, discussions and talk shows on International Day of the World's Indigenous Peoples to refrain from using the word "Adivasi" as there is no Adivasi in Bangladesh as per the constitution.
Fazle Hossain Badsha, chief of the parliamentary caucus on indigenous affairs, urged a revision o the constitution, and said, “I will keep trying to press the government to amend the constitution.”
Sadeka Halim, a professor at Dhaka University, said the indigenous people had little achievement in the last two decades. Appreciating the lawmakers who joined the discussion, she said when a legislator addressed them as "Adivasi", it became much more acceptable.
General Secretary of Bangladesh Adivasi Cultural Forum Sanjeeb Drong said, “We all are humans, and despite this we face discriminations and injustice.”
Lawmakers RAM Obaidul Muktadir Chowdhury and Pir Fazlur Rahman Misbah attended the discussion, among others.
