Chakma peoples to boycott MDC bye-election if "MZP Chawlbuk" is not removed immediately

Kamalanagar May 21, 2014/Borapansury:

Due to inappropriate activities by the MZP cadres at Borapansury on the day of their visits and threatened the Chakma peoples of Borapansury. The Co-ordination Committee (CC) of Borapansury served a memorandum to the Chief Executive Member of CADC on 21st May, 2014 demanding immediate removal of Chawlbuk from Borapansury. In their memorandum they have stated that, on 1st May, 2014 around 30 MZP cadres have put up a signboard claiming a large portion of land (2500 sq.m) from the land already allotted to Civil Supply Department. The measurement and demarcation of the land was supervised by the DSCO, Lunglei and the official of CADC Revenue Department including the local residents was mere silent spectators. The MZP cadres ate up the eatables from a tea shop without any payment. Besides, some of them have defecated in a day broad daylight and in a open area in spite of having toilets with clear intension of humiliating the local residents. Further, they threateaned the people demanding the following:
     1. The local people must put the signboard on its actual position even if it is falls down due to natural action.
     2. The local residents must serve the MZP cadres with dog meat whenever they visit Borapansury.
     3. The MZP cadres will detect foreigners whenever they visit the area.
     4. The local people must supply free labour during the construction of the Chawlbuk. Such instances of unlawful activities have been occuring every time they come to this area. Many such incidents have been pointed in the earlier representation submitted to the District Magistrate, Lawngtlai on 13th March, 2014 (see attachment), they added.

Further, they stated that, the CC would like to request the CADC authority to cancel the land allotment (if already allotted) to MZP and take immediate measures to prevent forcible occupation (if not allotted yet) and  affirm their request for the following reasons:
     1. Local residents feel threatened and insecure with their lives.
     2. The said land has been allotted to Civil Supply Department to utilize it for civil supply purposes, not otherwise. Thus, the Civil Supply Department as well as the DCSO has no right to transfer any portion of land of CADC to anyone, they stated.
Therefore, based on the above grounds, the CC strongly urged the CADC authority not to make any allotment of land to the MZP, and also warned that the local residents including the VSPs and NGOs will not be responsible for any unwanted incidents that may occur. Further, they added that the people will set out for procession at different places if the issue is not resolved immediately and will also boycott the upcoming MDC bye-election, they stated.

Mizo National Front (MNF) to boycott MDC bye-election in Chakma Autonomous District Council

News reaching the state capital said that the MNF District HQ office bearers who met at Kamalanagar have decided to boycott the election to 2 MDC seats under the Chakma Autonomous District Council.

“The Office Bearers meeting of MNF District HQ, Kamalanagar held on 19-05-2014 observed that in conducting the MDC bye-election at 2-Barapansury-II MDC constituency, Chakma Autonomous District Council, the State Election Commission has displayed grave disparity toward CADC. Since the creation of CADC in 1972 in all MDC elections, arrangement used to be made for filing nomination and counting of votes centered at Kamalanagar, (Chawngte Sub-Division) the Council Headquarter,” the party said in a statement made available to Mizonews.Net.

The party futher said that for this bye-election the candidates were requiresdto proceed to Deputy Commissioner’s Office Lawngtlai for filing nomination and submission of election expenditure.

“However, no further Orders or Notification including copy of Electoral Roll was given/ endorsed to MNF party. Whereas in other two sister

Autonomous District Councils viz Lai and Mara where also MDC bye election are being conducted, such partiality was not committed. Such actions on the part of State Election Commission, Mizoram is highly unfortunate and not acceptable,” the party added.

The opposition party said the boycott call was given to “protest such grave disparity bestowed upon the people of CADC” and “the District Body of MNF party has resolved to boycott the bye election for 2-Barapansury-II MDC to be held on June 4″.

“MNF condemns such actions in strong word and feeling and demand that in future such negligence parity should be avoided,” it said.

Over thousand Chakma Students Protests against the denial of Admissions at Kamalanagar today

Kamalanagar, May 23, 2014: 

Over thousand students have joined the protest today on the street of Kamlanagar town against the denial of admission to them. Kamlanagar town is the headquarters of Chakma Autonomous District Councils in the state of Mizoram. Recently, the students have passed their matriculation and are seeking admission at the only Govt. Higher Secondary School in the town.

To sort out this issue, Mizoram Chakma Students' Union (MCSU) has met all the immediate authorities concerned including the Minister, Dangu Dr. BD Chakma. However, the Principal of the school argued by citing that there is an inadequate infrastructure to accommodate such a huge number of students.

Well-to-do or better to say, some students who could afford the school fees are taking up their admission in different private schools in the state. However, the majority of the pass students are very poor enough to look for an alternative option than trying their luck in the above school.

It’s time to see, how the concerned authority lends it’s ears to the all-out cry of the so called poor students ?

Buddha Purnima Celebrations May 14, 2014

Buddha Purnima, the most sacred festivals of Buddhists, is being celebrated in Borapansury and other parts of the nation today. President, Vice President and Prime Minister have greeted the nation on the occasion.

In a message, President Pranab Mukherjee said that the life and teachings of Lord Buddha have universal significance.

He said, the ideals of non-violence, peace, compassion and service to humanity embodied in Buddha's teachings have profoundly impacted human history and the course of civilization.

Vice President Hamid Ansari said that people should follow Lord Buddha’s enduring message of peaceful co-existence, non-violence and compassion.

In his message, Prime Minister Manmohan Singh said the life of Lord Buddha inspires the people to follow the path of truth and brotherhood and work for the betterment of the downtrodden.

Bye-elections in Mara, Lai and Chakma Autonomous District Council in Mizoram on June 4, 2014

Aizawl, May 13/Borapansury: State Election Commission (SEC) today issued notification for Bye-election in 3 Autonomous District Councils in the state, which shall be on June 4, 2014.
     Bye-elections are to be held in 1 MDC constituency of Mara Autonomous District Council (MADC); 2 MDC constituencies of Lai Autonomous District Council (LADC); and 1 MDC constituency of Chakma Autonomous District Council (CADC) as the MDC seats are left vacant due to elevation o the incumbents to State MLA and Minister in some cases and due to death of the incumbent in one case. According to the SEC notification, respective Returning Officers will issue Notice of Election on 15th May, 2014 and Nomination will be entertained till 3:00 p.m. of 21st May, 2014. Scrutiny of the nominations shall be held after 3:00 p.m. of the of the last day of filling nomination and time for withdrawal shall be opened till 3:00 p.m. of the next day i.e. 22nd May, 2014. Symbols will be allotted to the Candidates on 23rd May, 2014 during 10:00 a.m. to 1:00 p.m. and on the same day, List of Candidates will also be published and the same shall be sent to SEC by Returning Officers on the same day.
     As per the SEC notification, the Bye-election shall be held on June 4 from 7:00 a.m. to 5:00 p.m. Re-Poll, if any shall be held the next day i.e. on June 5. Counting of votes will be held on June 6, from 10:00 a.m. and the election process is to be over by 13th June.
     Bye-election is necessary in 2-Borapansury- II of CADC as the seat has been left vacant by Dr. Buddha Dhan Chakma, and in 10-Lawngtlai Bazar (LADC), being left vacant by C.Ngunlianchunga; in 24-Tuithumhnar (LADC) due to death of J.H.Lallianngura; and in 11-Tuipang II (MADC) being left vacant by Hiphei.

Delhi Police review security for NE students/employees

                                 

  

New Delhi: Indian citizens hailing from the North Eastern States are residing in metropolitan cities and major urban areas across the country for the purpose of education and employment. It has been reported time and again that they are addressed with derogatory adjectives or face discrimination in the form of targeted attacks, assault, molestation and other atrocities. This has caused considerable anguish and distress in the minds of persons from the North- Eastern state and is adversely affecting the process of national integration. It is therefore of utmost importance that this feeling of insecurity and negativity in the minds of fellow countrymen should be assuaged by an adequate and pro-active response.

In this regard, the Delhi Police has organised a conference on 9^th May at Hindi Bhawan, Mandi House to review the steps for the security and wellbeing of Northeast folks in the capital city. The conference was moderated by Robin Hibu, CP and Nodal officer for northeast. Top Brass of Delhi Police Shri Deepak Mishra Special Commissioner of Police (Law and Order) , Shri Dr.Vivek Gia Joint CP/SER, Shri Tajender singh Luthra, Joint Cp/SWR, Shri Sanjay Beniwal Joint CP/East, Sandeep Goel, Joint CP/Central Range and Shri Krisnia, Joint CP/Northern Range, Shri Robin Hibu Joint CP/Training and other seniors Officers attended the interaction .

Rakesh Chakma, communication Secretary of Arunachal Pradesh Chakma Students Union was also present in the conference along with the president of Naga Students Union, J. Mavio.

The following are the steps were decided during the conference:

 1. Delhi Police has adopted Zero Tolerance Policy in this regard as quick action by the police would restore confidence not only of the victim but also of the community and send a clear message to the assailant that such behaviour would not be tolerated. If there is any complaint regarding any cognizable offence like eve-teasing, stalking or indecent/suggestive/unacceptable SMS messages, gestures to a person from the North-Eastern States and prompt action is not taken, then a very serious view shall be taken against the concerned police officer.

 2.  Appointment of IGP rank officer from NE as chief Nodal officer for Delhi Police and 11 district DCsP as Nodal officers for their respective jurisdiction, 53 Ne person have been appointed as representatives of eight N.E states who will act as an Ambassadors on behalf of their respective states and Delhi police. They will also assist the Delhi police in distress hours and will be channel for redressing the problems faced by the different tribes of NE, compulsory sensitization training for all the basic and in-service training courses.

 3. An officer of the rank of Joint Commissioner of Police (preferably who has worked in North Eastern States and is conversant with their customs and culture) will be appointed as Chief Coordinator by the Commissioner of Police, Delhi from time to time to review the action taken by the Nodal Officers, who shall send their action taken reports to Chief Coordinator (Joint Commissioner of Police). An Additional Chief Coordinator, as required from time to time, shall also be appointed by the Commissioner of Police, Delhi, to ensure cross-sectional interface.

4. Creation of special unit for North East people headed by a DCP at Nanakpura, 24X7 North East helpline No.1093 for NE people, website dpfne.com, interactive social media via Whatsapp at mobile no.9810083486 and Facebook page “Delhi police for North East Folks” etc. A website under the name of DELHI POLICE FOR NORTH EAST.COM (delhipolicefornortheast.com) shall be launched as soon as possible where students and employees from North-Eastern States in Delhi can log in and put forth their grievances and suggestions.

5. Nodal Officers may also actively engage with local media as well as North-Eastern News Papers and Regional Channels to disseminate our message and the efforts made by Delhi Police to win the confidence of people from the North-East States.

 6. Joint CP/Training shall organize sensitization programmes for all ranks of Delhi Police during in-service training, basic courses, and promotional courses. Guest-Speakers from North East shall be invited during these programmes. Joint CP, Training shall also organize behavioural training programmes for Beat/Division officers on regular basis. During these training programmes, victims of police apathy, particularly from the North-Eastern States may be invited to interact with the trainees to give them an idea about their feelings.

 7. Many persons from North-East are unable to communicate or interact with the local police due to the language barrier. To overcome this issue, five to seven representatives from each North-Eastern State, including Sikkim and Ladakh, who are fluent in English or Hindi shall be appointed by Police in consultation with the Chief Coordinator, District Heads and representatives of Students’ Unions and Employee’s Associations, for one year, so that they can communicate effectively on their behalf at the local Police Stations and act as interface for effective exchange of information. These representatives shall be given ID Cards as per the enclosed performa and shall be called for all coordination meetings and shall be used for interface with the North-Eastern community living in Delhi."

 Duties of Chief Coordinator:

 a) Coordinate the activities of Nodal Officers and advise them from time to time.

b) Ensure that training programmes to sensitize Delhi Police Personnel are organized on a regular basis.

c) Liaise with the Resident Commissioners of North Eastern States.

d) Ensure that the Recruitment Cell keeps the Resident Commissioners, Doordarshan, All India Radio informed about the recruitment programmes of Delhi Police.

Duties of Nodal Officers:

a) Nodal Officers shall hold meetings once in two months in their respective areas with the students/residents from North East States in Delhi and send minutes of meetings to the Chief Coordinator, who may put up minutes, if necessary, to CP with his comments/recommendations.

b) Students and other persons from the North-East should also be called for the regular meetings with R.W.A’s etc at the Police Station and District Level.

 c) Beat Officers and PCR staff deployed in areas in which there are pockets of citizens belonging to the North-East states shall be properly sensitized by the SHO of the area.

d) Women from North-East may be encouraged to use the women helpline No. 1091, besides the PCR Call Centre No. 100. In all such cases, a follow up action should be taken immediately and monitored by DCP/PCR and the District Addl.CsP/DCsP. Women from the North-East may also be encouraged to seek help of Women Help Desk set up at all Police Stations across Delhi.

Chawngte: Land of The Chakmas writes Micah Hanson

Chawngte, a town not just divided once but three times.  The merging of two rivers at the center of Chawgte, divides the city not just geographically into three lands bound by water but culturally and politically as well.  The rivers form the boundaries of the three districts that meet at the center of Chawngte.  The Chakma area in the southwest of Chawngte, known as Kamalanagar, and headquarters of the Chakma Autonomous Region was the area I was most interested in.  The segregation between these areas was stark, just walking across a bridge would replace the white washed steeples of churches with the golden spires of  Buddhist temples and monasteries.  While Sundays brought total closure of all shops in the Mizo areas of Chawngte as elsewhere in Mizoram, in Kamalanagar business continued unaffected.  I stayed in the Chakma House, used predominately to host government officials on business and the only place to stay in Chawngte.  Though demand in the region did not seem particularly high, I was its only guest for the few nights I was in town.  On Saturday morning Chakma villagers descend on Chawngte’s sprawling market.  I spent a couple days visiting the local monasteries, and walking to villages outside of town despite the heat, which was oppressive especially in contrast the relative cool of the Mizoram's hill regions.  The villages were much more traditional, and poorer, than the metal roofed buildings which cover most of Mizoram.  People were friendly and amused to see a foreign tourist, a far from common sight in this region.

The Buddhism in this region is similar to that found in Burma, and the elder monks at the monasteries in town were invariably Burmese.  Like Thailand, young men sometimes don monks robes and live in the monasteries for any where between a week and a month.   I talked with one such monk, who was doing his yearly duty.  He didn’t hide the fact that he found life in the monastery particularly boring, and I got the feeling he was counting the days to his freedom.

MZP Branch in Borapansury

Aizawl: May 2, 2014/Borapansury:

On May 2, 2014 MZP (Mizo Zirlai Pawl), an apex student body in Mizoram got a land to setup Chawl Buk ('Jireni Gowr' in Chakma) in Borapansury. The Mizoram Supply Department has given the area of land of about 270 sq. feet to MZP. On the day of measuring, several NGOs from Borapansury were present to witness the measurement of the given land. The measurement of the land was conducted by the Chakma Autonomous District Council's Land Revenue & Settlement Department.

Chakma prefers to call "BOISABI" than "BIZU" in CHT, Bangladesh

Boishakh is perhaps the sole festival that comes in every Bangalee's life living across the globe, with a call for linking the past with the present and welcoming the New Year with rapturous rhythms of rejuvenation, vibrant colours and new hopes. 
Traditionally, Pahela Boishakh reminds us of ektara, dhak-dhol and shankhadhwani; the taste of panta-ilish and the daylong funfair in traditional attire.    
Baishakh is celebrated with a difference in the hilly districts of Chittagong, though the theme of a fresh beginning is similar in every corner of Bangladesh. Here in the tranquil green hills, Boisabi -- as it is known -- is way different from Chhayanaut's Borshoboron and Charukola's Mongol Shobhajatra.
In CHT, the cultural co-existence and harmony in diversity is unique at Boisabi. Three predominant indigenous communities -- Chakma, Marma and Tripura -- celebrate the New Year in different ways and with different celebrations. The term 'Boisabi' originates from Tripura's festival 'Boisuk', the Marma's 'Sangrain' and the Chakma's 'Biju'.
Boisabi features time-honoured religious-cultural rituals: cultural events, children's painting competitions and traditional sports like Bolikhela (wrestling) and colourful processions. People of all ages, attired in traditional indigenous dresses, delve into celebrations adding different shades to the occasion.
The Chakmas set off the three-day Biju Utsab with 'Phool Biju', where young girls float flowers in water-bodies on the penultimate morning of the outgoing year, seeking divine blessings. On the last day of the year, called “Mul Biju,” they prepare a vast range of delicacies and offer these to the villagers. Their mixed vegetable curry -- called 'Pachan', and traditional pithas, served with 'Chuani' (locally brewed liquor) add to the celebrations.
The first day of the New Year called 'Gojjya Pojjya Din” is the day to start anew and pray to Lord Buddha for yearlong peace and prosperity. The Chakmas throw their homes open to guests, irrespective of community.
Meanwhile, a number of socio-cultural organisations held celebrations across the hill districts. Rangamati district administration arranged a cultural programme on April 14 to welcome Pahela Boishakh at Shaheed Minar premises where Bangalees living in the town gathered with colourful processions.

The Marmas celebrate their Sangrain festival, welcoming New Year. In the run up to the celebrations, they clean and decorate their houses, prepare traditional food and participate in rituals. Their biggest event is the water festival. People, mostly young boys and girls participate in the festival splashing water on each other. The Marmas, along with tourists and Bangalees gather at different points to take part in Sangrain.

They go to the pagoda, bathe Lord Buddha's statues in sandalwood-water and renew their commitment to Panchasheel (five precepts) and Ashtasheen (eight precepts). At the pagodas, monks remind them of the dharma -- the right path to living.

The Marmas render Sangrain songs while making their way peacefully to the predestined place for Punyosnan (holy bath). Everyone in the procession sings Marma songs in unison.

The Marmas in Bandarban brought out a colourful procession from Puratan Rajar Math on their way to the banks of River Shankha, where they performed religious rituals that included Buddha's holy baths.

Apart from the celebrations by Chakmas and Marmas, other indigenous groups in the CHT including Tripura, Tangchangya, Bom, Mro, Khumi, Khiyang and Chak celebrated the festival in their traditional way.

It is Boishakh that brings fresh hope, new possibilities and a renewed call to move on. And in the hilly districts, Boisabi is a festival that brings everyone together, celebrating harmony in heterogeneity.

Borapansury Police Suspended in CADC, Mizoram

     On the night of 29th March, 2014 at around 8 pm at Chhotapansury, some Mizo traders have been called out in a Chakma house and have been beaten up by a Constable from Borapansury Police Station name Daniel Lalramdina in front of many Chakma villagers and charged money from them. Later, he was suspended.

MZP sub-headquarters, Tlabung branch have urged in a notice that they are quite happy with the suspension of Lalramdina.The person who is suppose to be protecting the Mizo treaders, but is creating problems and which is quite sad, they said. They also said that such things should not happen in the future again.

" The money taken by Daniel Lalramdina from those Mizo trademens is said to be Rs.1250 which should be given back by Lalramdina as soon as possible " MZP said.They also said that there are many Chakma peoples living in Borapansury illegally migrating from Bangladesh. The MZP also asked the Borapansurians to not to create problems for the Mizos by collecting money from them.

The editor put effort at his own risk and publish this once again because " MZP, sub-headquarters, Tlabung accused that some Chakma villagers living in Borapansury are illegally migrated from Bangladesh with out any proof ". 

So we, The Borapansury Times Team condemned MZP, sub-headquarters, Tlabung for tagging Borapansury villagers as illegal migrants from Bangladesh and ask clarification for the same from them.

43rd CADC DAY celebrated at Kamalanagar in Mizoram

KAMALANAGAR, April 29/ AIZAWL, April 30/BORAPANSURY :

Chakma Autonomous District Council (CADC hereafter) completed 42 years of  today since it was created in the year 1972 on 29th April. It was formed under the 6th schedule to the Constitution of India by trifurcating the then Pwi-Lakher Regional Council into Lai Autonomous District Council, Mara Autonomous District Council and Chakma Autonomous District Council. The purpose of creating the Council has been really served, conferring the minority communities safeguard to protect, preserve and promote their cultural identity.
     To commemorate the Day, it was ceremonially celebrated at Kamalanagar, the heart of CADC. The celebration began with the hoisting of CADC flag by the Chairman, CADC Dangu Kali Kumar Tongchongya early in the morning in the premises of CADC secretariat. The Chairman while remembering all those departed and living leaders who have toiled towards creating the Council said that to live their dreams of a beautiful and prosperous "Chakma Land" it is important that every one of us embrace those activities that are productive to the society and shed off those which are harming the society. He expressed his concern about our age old practice of Jhum cultivation which has been the principle cause of destruction of our forest cover in CADC which in turn, he said, is contributing to rise in temperature and lack of water sources.
     To mark the Day of programme was organised in the Playgroung of Kamalanagar where the CEM, CADC Dangu Buddha Lila Chakma unfurled the CADC Flag to the chanting of the CADC anthem, In his address to the public he urge every citizen to pledge to make CADC beautiful and prosperous. He said it is by participating in the making of CADC the real tribute is paid to those who have sacrificed their life for our today. He promise to excel his predecessors in giving good governance during his term. The programme honoured the departed and living leaders who made sacrifices for the attainment of the Chakma Autonomous District Council with mementoes received by one of their nearest kin, Atul Chandra Chakma, MRC, Pwi-Lakher Regional Council and first CEM, CADC, Krishto Mohan Chakma, former MLA, Mizoram, Hari Krishto Chakma, former MLA, Mizoram, Medeya Chakma, MDC, Mizo-Lushai Hill District Council and Baneshwar Chakma are the leaders honoured on the Day of their contributions.
